The simple answer to this is no, travellers entering the Schengen area will not be required to have an ETIAS if they are entering the country by rail.
This could be reviewed at some point in the future but as it currently stands, entering the Schengen Zone on a train will not be required to have an ETIAS linked to their passport.
An ETIAS will be required for foreign travellers who enter the Schengen Area by air.
